The newborn screening (NBS) contingency plan (CONPLAN) document, version III is now available. This latest version was developed with the help of APHL's CONPLAN Taskforce, who convened in-person in the summer of 2024 to discuss needed revisions to the previous version (version II) of the document. Feedback from the NBS community was collected via a survey to assess how states may have used the CONPLAN version II, as well as areas for improvement based on their experiences, and via a feedback form to solicit comments on the version III near-final draft. 

This update defines relevant NBS system partners and their roles, clarifies the potential role of the Emergency Management Assistance Compact (EMAC), and includes additional information to advise these partners on pre-event and post-event activities for an NBS emergency response. We also incorporated lessons from the COVID-19 pandemic.
